The PCB node of the Process Options Editor provides the setup option Shipping Cost.

By default, the PCB cost model does not include shipping cost in per-part costs. Users can override the default with the setup option Shipping Cost (provided by the PCB node of the Process Options Editor). Note that this specifies shipping cost per part, not shipping cost per panel.
